Can these be used at a lower voltage with no heatsink? If so, what voltage is safe?
Answer: You need to control current not voltage. But you can do that with a voltage supply and a current limiting resistor. Use a resistor to limit the current and measure the voltage across the resistor to see what current you are actually getting. -

What is the mW output of the 3W 400nm chip?
Answer: It is about 400-450mW. -
