Answer: It was too big for my down tube but it does come with a shim set. -

Does the chain need to come off?
Answer: Yes, to install this, and practically all derailleurs, a chain link needs to be undone with a tool and the chain fed through. I suggest getting a quality chain tool. I learned from experience that a cheap one will break during use.
